Tilde ~ on Belgian keyboard opens help

Summary

Tilde ~ is supposed to open the autocomplete for channels and link them.
On a Belgian keyboard, you have to press Alt-Gr = twice to get a tilde, but that only opens the shortcut help.
Here is the Belgian layout as a reference : https://upload.wikimedia.org/wikipedia/commons/9/93/Belgian_keyboard_layout.png

Steps to reproduce

The version of Mattermost is the last.
To reproduce I guess changing your layout to BE and hitting Alt-Gt+/ on a US keyboard should do the trick

Does anybody have an idea how to get around that ?
The best solution I have for now is to write the tilde by doing Alt+126

@sudheerDev You have previously fixed issues related to keyboards - is this one something that you’d be able to investigate a fix for if I open a Jira ticket?

Hey, @jtommi Are you referring to help menu on mattermost desktop app?

@sudheerDev Hello, yes, the menu that is usually opened with Ctrl /

@amy.blais Created a ticket for further investigation https://mattermost.atlassian.net/browse/MM-13831.

@jtommi Can you check and tell us what happens with the same key combo on webapp?

@sudheerDev So I tested in Chrome and Firefox
Chrome 71.0.3578.98 : works as expected
Firefox 61 : same issue as Desktop client
Firefox 64.0.2 : works as expected
For Firefox I cannot garantee that the issue was due to the version, maybe a restart would have been enough.
As for the expected behaviour : with the Belgian layout, the tilde is handled like ¨ ^ and other caracters that are supposed to go on top of other caracters, so, at first press, nothing appears, at second press, two appear (or you can hit space after the first press)
