[SOLVED] Creating a Admin Note Sticky that can't be deleted by regular user

I will need to create Admin posts in Town Hall that cannot or should not be deleted by visitors. Sort of like a decorum message. Is this possible?

For managing teams of teams and sophisticated organizations, Enterprise Edition offers an advanced access control policy. This includes who can modify public channels and private groups.

If you set the policy to admins, for instance, you can control who can update channel headers. As a result, you can add a note in the Town Square channel header without anyone changing it.
