Restrict users for creation of Channels or Private groups

Using the latest team version of mattermost, it doesn’t seem like there is ability to restrict channel creation or private group creation.

And/or Admins can’t see if a private group is created by a team member

Is this correct?

Seems like this is now Enterprise only:

Hi Is it possible to configure Mattermost to ensure users cannot create private or public channels - in essence, limit their usage to just direct messages and whatever channels the sys admin creates? Thanks Ben

Seems crazy as this will leave existing users with deprecated functionality
