can mattermost and jira Integrate
You can integrate many external applications with Mattermost using Webhooks, similar to how applications integrate with Slack.
Here are the docs for Incoming Webhooks, which is what you would use to integrate Jira with Mattermost.
The Community Applications page lists existing integration that are available from the community, there is no Jira yet but you can create your own and share it.
